"Over twenty-five years ago, Phillip graciously volunteered, along with only a handful of other lawyers to spend two weeks at the Guantanamo Bay Camp, assisting hundreds of Haitian political refugees complete their asylum applications. As a result of his work in the Landmark case of Haitian Refugee Center v. Baker, thousands of Haitian lives were saved who otherwise would have been returned and persecuted in Haiti." Ira J.
